Provided are a prime coat composition on loose-surface ground and a construction process thereof, wherein the prime coat composition comprises a component A and a component B, wherein the component Acontains epoxy resin, a diluent and a flexibilizer, and the component B contains a curing agent and a coupling agent, and the prime coat composition further comprises a component C and a component D;the prime coat composition further comprises a component C comprising waterborne epoxy resin, a curing agent and a defoaming agent, and the viscosity is 1.5-5 times that of normal-temperature water; the prime coat composition further comprises the component D comprising the components in parts by weight: 15 parts of calcium oxide powder, 5 parts of polypropylene fibers with the length of 30-50 mm,35 parts of primary silica fume, and 45 parts of water. After the component D is poured, the component C is pressed and injected to the ground by utilizing pressure. In this way, the ground with theloose surface structure can be effectively bonded together. And the overall structural strength and the construction efficiency are improved.
