The invention relates to a slope mulching film covering layer system and a slope restoration method. The slope mulching film covering layer system comprises a fixing net layer, a mulching film covering layer and planting cups, wherein the fixing net layer is of a net-shaped structure fixed to a slope, the mulching film covering layer is laid on the slope and is combined with the fixing net layer,the planting cups are embedded in the mulching film covering layer, the bottoms of the planting cups are close to the slope, and the planting cups are pits used for planting plants. The slope restoration method comprises the following step that the slope stability is calculated. By means of calculation, the slope restoration method has the advantages that by constructing ecological balance among soil, fertilizer, water and seeds of the slope, effective slope water and soil conservation measures are established, the physical and chemical properties of the soil of the artificial mulching film covering layer are controlled, the water, fertilizer, gas and heat conditions of the soil are adjusted, and a land comprehensive improvement system with water and soil life collaboration and the ecological restoration effect are achieved.
