The composite early-strength water reducing agent comprises the following components in parts by mass: 80 to 90 parts of deionized water, 60 to 70 parts of polycarboxylate-type water reducing agent, 30 to 35 parts of starch, 10 to 25 parts of fly ash, 5 to 10 parts of triethanolamine, 3 to 6 parts of defoaming agent and 1 to 4 parts of accelerator. The polycarboxylate-type water reducing agent is a mixture composedof an APEG-type water reducing agent and an MPEG-type water reducing agent in the mass ratio of (1.2-1.4): (1.3-1.6). The preparation method comprises the following steps: S1, mixing and stirring deionized water and the polycarboxylate-type water reducing agent to obtain a mixture A; S2, adding starch, fly ash and triethanolamine into the mixture A to obtain a mixture B; S3, adding a defoaming agent and an accelerator into the mixture B, and stirring to obtain the composite early-strength water reducing agent; the composite early-strength water reducing agent can be doped into cement concrete, and the effect of improving the early strength of the concrete can be improved.
