The invention discloses a high-dosage phosphogypsum cement clinker cementing material and an application thereof. The high-volume phosphogypsum cement clinker cementing material is prepared by mixingand grinding the following components in percentage by weight: 24%-52% of phosphogypsum cement clinker, 23%-51% of cement, 8% of phosphorus slag micro powder, 17% of fly ash and 1%-2% of an externallydoped powdery phosphorus excitant, and then doping 0.5%-0.7% of an aqueous phosphorus excitant. The invention further provides an application of the high-dosage phosphogypsum cement clinker cementingmaterial in preparation of concrete. In the application, the concrete is prepared from sand, stones, water and the high-dosage phosphogypsum cement clinker cementing material. According to the invention, the mixing amount of the phosphogypsum cement clinker in the concrete can be increased, the mixing amount of cement in the concrete is reduced, and when the mixing amount of the phosphogypsum cement clinker in the concrete cementing material is 52%, the concrete cementing material has working performance, and initial setting and final setting meet the production requirements of enterprise concrete.
