The filtering air speed of the kiln tail bag type dust collector is controlled to be lessthan 2.1 m/min, ammonia water or a urea solution is sprayed into the multi-stage preheater or the smoke exhaust pipeline, and an aqueous solution containing a transition metal compound is sprayed into the smoke exhaust pipeline, polar molecules in an ammonia water or urea solution are used as a precursor to quickly absorb SO2 and generate NH4HSO3, the sodium hydroxide and O2 are rapidly convertedinto NH4HSO4 under the action of an aqueous solution, the generated NH4HSO4 has viscosity, easily adsorbs CaCO3 and CaO dust and reacts, NH3 is replaced, the replaced NH3 continues to serve as the precursor to participate in the reaction, and the generated stable CaSO4 dust is collected in front of the bag type dust collector and enters a raw material silo together with raw materials.
