Permeable concrete roads or permeable brick paved roads serve as the road surfaces of a non-motor vehicle lane and a sidewalk, a gravel layer is arranged belowthe road surfaces, a flow guide pipe is buried in the gravel layer, a grass planting ditch is arranged between a motor lane and a non-motor lane and forms a water collecting and filtering ditch, and the bottom of the water collecting and filtering ditch is connected with the flow guide pipe, grass planting ditches are arranged on the two sides of the sidewalk, road rainwater pipes are laid and arranged at the bottoms of the grass planting ditches, and the flow guide pipe and the road rainwater pipes are all used for drainage towards the gallery inlet rainwater pipe. A rainwater buffering beltis arranged on the outer edge of the sidewalk, a sinking type greenbelt and a rainwater wetland are arranged on the downstream of the rainwater buffering belt, and the rainwater wetland communicates with a natural lake or river.
