The invention discloses a locking and sealing device that comprises a radio frequency antenna board, a radio frequency IC chip, a barb conduction piece, a first lock body, a second lock body and a bolt body; a first circuit is arranged in the first lock body; a second circuit is arranged in the second lock body; a circuit is arranged in bolt body; after the second lock body is connected with the first lock body in a clamping manner, the bolt section is inserted into the lock body to enable the locking device to form a locking state; the conductive contact on the barb of at least one barb conduction piece and the conduction connecting end of the barb conduction piece are electrically connected between the first circuit and a circuit arranged in the bolt body, so that the first circuit, thesecond circuit and the circuit in the bolt body can form a complete radio frequency circuit, and the radio frequency IC chip and the radio frequency antenna board are electrically connected in the radio frequency circuit, so that the radio frequency IC chip can be read by external reading equipment matched with the radio frequency IC chip.
