The invention provides an asphalt heating and melting device for municipal road construction. The asphalt heating and melting device comprises an operation platform, a heating tank, a feeding funnel,a motor, a hook and a tire mechanism; the tire mechanism is fixedly arranged at the bottom end of the operating platform; the top end of the operation platform is fixedly connected with the heating tank and the feeding funnel; the hook is fixedly connected to the side wall of the operating platform; the feeding hopper is fixedly connected to the operation platform through a connecting table; the higher end of the heating tank is connected with the feeding funnel; the side wall, close to the lower end, of the heating tank is connected with a discharge pipe; and a filter screen and a storage cavity are arranged in the heating tank. A tank body is used for heating in a sealed mode, so the volatilization amount of harmful substances in asphalt is small, and the damage degree to the body of a constructor is small; by arranging the tire assembly and the hook, the device is endowed with a moving function; and by arranging the filter screen in a heating pipe, stones can be intercepted; the storage cavity is further formed in a matched mode, so stones are stored in the storage cavity; and an operator is prevented from being scalded by being attached to the surface of the heating tank through a protective fence.
