The invention relates to the field of inhaul cable fasteners, in particular to an inhaul cable anchoring device and a construction method thereof. The inhaul cable anchoring device comprises a stretching assembly, a fixing assembly, a moving assembly and a disc spring, wherein the fixing assembly is connected with a fixed object, and the disc spring is located between the moving assembly and the fixing assembly; the stretching assembly comprises an inhaul cable connector used for being connected with an inhaul cable, an anchor rod is connected to the inhaul cable connector, and the anchor rodis connected with the moving assembly; a first limiting structure is arranged on the position, located on the stroke path of the moving assembly moving towards the fixing assembly, on the fixing assembly; when the inhaul cable is tensioned, the moving assembly is abutted against the first limiting structure; and when the inhaul cable is loosened, under the action of the elastic force of the disc spring, the moving assembly applies tension to the inhaul cable connector. According to the technical scheme of the inhaul cable anchoring device, the inhaul cable is kept in a normal working state favorably, and the normal use of the inhaul cable is ensured.
