The invention relates to a preparation method and production equipment of a plant-mixed hot recycled asphalt mixture. The preparation method comprises the steps of respectively heating and stirring afine material and a coarse material; fully mixing the coarse material and the fine material; and collecting asphalt smoke generated in the processing process, and introducing the high-temperature asphalt smoke into lubricating oil or a regenerant. The production equipment comprises a fine material stirring barrel, a coarse material stirring barrel and a reclaimed material stirring barrel, and further comprises a storage barrel, wherein the upper ends of the fine material stirring barrel, the coarse material stirring barrel and the reclaimed material stirring barrel are communicated with flue gas collecting pipes, and the flue gas collecting pipes are communicated with the storage barrel. When the fine material and the coarse material are subjected to hot processing and mixing, asphalt volatile matters in asphalt smoke are fully mixed with the lubricating oil or the regenerant; the asphalt volatile matter can be fully mixed with the lubricating oil and the regenerant, the performance ofthe recycled asphalt material can be guaranteed to the maximum extent, and meanwhile, the recycling rate of the old asphalt material is increased.
