The invention relates to the technical field of building devices, and provides a composite thermal insulation wall based on a prefabricated outer formwork and a construction method. The composite thermal insulation wall comprises an outer formwork, an inner formwork, a thermal insulation layer arranged in a pouring space, and a tie piece for connecting a formwork unit and the thermal insulation layer, wherein the pouring space is formed by the inner formwork and the outer formwork; and the composite thermal insulation wall is characterized in that the outer formwork is a fiber cement board, the fiber cement board is connected with the inner formwork through the tie piece, the tie piece comprises a bending shear plate connected with the fiber cement board through rivets and an anchoring piece connected with the bending shear plate through bolts, the inner formwork is arranged at the other end of the anchoring piece, the bending shear plate penetrates through an insulation board, and a pouring space is formed between the insulation board and the inner formwork. By means of the technical scheme, the problems that in the prior art, a wall model is unstable in pulling connection and poor in heat insulation performance are solved.
