The invention discloses a steel pipe column installing machine and a construction method of a ground pile column. The steel pipe column installing machine comprises a base, a vertical adjusting assembly, a horizontal adjusting assembly, a moving base and a holding and clamping assembly. The base is provided with a first pass hole for a steel pipe column to pass through. The vertical adjusting assembly is arranged on the base. The base makes contact with the operation face through the vertical adjusting assembly. The moving base is arranged on the base. The moving base is provided with a secondpassing hole for the steel pipe column to pass through. At least a part of the second passing hole communicates with the first passing hole. The holding and clamping assembly is arranged on the moving base. The holding and clamping assembly is used for holding a steel pipe column. The horizontal adjusting assembly is matched with the moving base and used for driving the moving base to move relative to the base. The horizontal adjusting assembly is matched with the holding and clamping assembly and used for driving the holding and clamping assembly to move relative to the moving base. The moving direction of the moving base and the moving direction of the holding and clamping assembly are perpendicular. By means of the steel pipe column installing machine, installing precision of the steelpipe column is ensured, and thus the construction quality of ground pile columns is ensured.
