The device comprises a galvanized square pipe and two steel plates; the vertical section of the galvanized square pipe is square, and a throughhole is formed in the front-back direction of the middle of the galvanized square pipe; and the two steel plates are welded to the upper side and the lower side of the galvanized square pipe correspondingly, the length in the front-back direction of the steel plates is the same as that of the galvanized square pipe, the left and right directions of the steel plate on the upper side exceed the edges on the left side and the right side of the galvanized square pipe, one side of the steel pipe on the lower side is flush with the edge of the galvanized square pipe, and the other side of the steelpipe on the lower side exceeds the edge of the galvanized steel pipe.
