An overwater balance self-propelled ladder is used for connecting a shore foundation and a buoyancy platform, and comprises a shore connecting seat, two longitudinal rod assemblies, multiple verticalrod assemblies, armrests, multiple pedal brackets and multiple pedals, wherein the shore connecting seat is fixed to the shore foundation; the two longitudinal rod assemblies are hinged to the left end and the right end of the shore connecting seat respectively, the longitudinal rod assemblies are arranged in parallel up and down, and the ends, away from the shore connecting seat, of the longitudinal rod assemblies abut against the buoyancy platform downwards; the lower ends of the vertical rod assemblies are hinged to the two longitudinal rod assemblies on the left side and the right side respectively, and the vertical rod assemblies are arranged at equal intervals in the extending direction of the longitudinal rod assemblies; the armrests are hinged to the upper ends of the vertical rodassemblies on the left side and the right side respectively, and the armrests are parallel to the longitudinal rod assemblies; the left ends and the right ends of the pedal brackets are fixedly connected with the vertical rod assemblies on the left side and the right side correspondingly, and the pedal brackets are located above the longitudinal rod assemblies; the multiple pedals are fixed on themultiple pedal brackets in a one-to-one correspondence manner; and a stable counter weight is hung at the bottom of the buoyancy platform.
