The invention discloses a green-building thermal insulation wallboard structure. The green-building thermal insulation wallboard structure comprises a concrete prefabricated shell, a splicing groove is formed in the surface of the concrete prefabricated shell, a spliced plate is arranged on the surface of the concrete prefabricated shell, and pre-embedded sleeves are arranged on the surface of thespliced plate; and hole protecting sleeves are arranged on the surface of the splicing groove, control grooves are formed in the surface of the concrete prefabricated shell, and a connecting screw isarranged in each hole protecting sleeve. The invention further discloses a construction method of the green-building thermal insulation wallboard structure. The construction method comprises the following steps of frame body prefabricating, spliced locking piece arranging, stacked assembly arranging, inner core filling and splicing. The green-building thermal insulation wallboard structure and the construction method have the beneficial effects that the concrete prefabricated shell of the green-building thermal insulation wallboard structure is filled with a core body, so that the strength ofthe whole thermal insulation wall is higher; and after the two adjacent concrete prefabricated shells are connected with the splicing plate through the splicing grooves, the connecting screws are locked, and the splicing firmness of the thermal insulation wall is improved.
