The invention discloses a construction method for rapidly repairing monolithic ballast bed settlement in a skylight period. The repairing construction method is used for being carried out in a skylight period and comprises the following steps that height adjusting fasteners are adopted for recovering line positions, original long sleepers and surrounding ballast bed concrete are chiseled away, newshort sleepers are laid, reinforcing steel bars are implanted, formworks are erected, and pouring is carried out through polymer cement mortar. The sleeper is repaired and constructed in the skylightperiod; according to the construction method, through the polymer cement mortar, pouring and maintaining are performed to form a new ballast bed structure; rapid recovery of monolithic ballast bed settlement is realized; the construction method is small in on-site engineering quantity; the polymer cement mortar can quickly harden a ballast bed; and the ballast bed repairing construction period isshortened, an influence on operation is greatly reduced, a gap between a rail bottom and a ballast bed surface is increased through the height adjusting fasteners, a space requirement for installinga steel rail emergency device during work rush repair can be met, emergency disposal time is shortened, and the influence on train operation and passenger travel is reduced.
