The method is characterized in that a steel structure bearing platform and a steel plate wall core tube foundation are subjected to pouring in a staggered three-layer mode; at the first layer, a supporting frame of a steel plate wall positioner and a supporting frame of asteel pipe column positioner are pre-buried, and pouring is conducted from a bearing platform cushion layer to the position of a lower opening of a cross-shaped positioning steel plate; at the secondlayer, a steel plate wall and a steel pipe column are embedded and fixed, fixing is conducted through the positioners, and secondary-layer pouring is conducted to a bottom elevation of an integral bottom plate foundation; at the third layer, large-area one-time pouring and tamping are conducted on concrete of a basement integral bottom plate foundation; and inner and outer water stop rings are arranged on the steel pipe column, and a water stop steel plate is arranged on the steel plate wall. According to the construction method, the construction is convenient, accurate overall positioning onthe steel plate wall and the steel plate column is guaranteed, the overall stability of the bearing platform is guaranteed, and the common problem of water seepage of a bearing platform in traditional construction is solved.
