The invention discloses a sea sand desalination device and method, wherein the sea sand desalination device comprises a first conveyor belt for conveying sea sand, a rolling wheel located above the first conveyor belt, and a desalination pool located below the first conveyor belt, and the side wall of the desalination pool is connected with a fresh water input pipe and a flocculant input pipe; a sand discharging valve is arranged at the bottom of the desalination tank, and a heater is arranged in the desalination tank. In the invention, chlorine ions in a tight coating film and cracks on the surface of sea sand are promoted to be released through rolling of the rolling wheel, a flocculating agent is added into the desalination pond, chlorine salt particles are subjected to centralized polymerization to form halogen salt after stirring and heating, and the halogen salt collects bittern through the bittern output pipe to serve as a salt making raw material to be separated from the sea sand. The sea sand desalination device provided by the invention can be used for efficiently separating and collecting chloride ions from sea sand, and has the advantages of simplicity in operation, lower cost, low danger degree and full cyclic utilization of resources.
