Provided are a toilet seat device capable of removing scale using a descaling agent, even if a warm water tank storing cleaning water is not provided to the toilet seat device; and a toilet device. The toilet seat device comprises a functional unit 30 disposed at the rear of a toilet, a toilet seat pivotably attached to the functional unit 30, and a private part cleaning mechanism unit provided tothe functional unit 30 and having a private part cleaning function. The private part cleaning mechanism unit has a cleaning water flow passage through which cleaning water flows, and an air gap 52 opening the cleaning water flow passage to ambient air is formed in the cleaning water flow passage. A pipe member 566 for injecting the descaling agent, which is for removing scale accumulated in the cleaning water flow passage, can be connected to the air gap 52.
