The stand columns are vertically installed in the middle of an isolation belt of an expressway or on the two sides of the expressway. A clamping ring, a first sliding sleeve, a second sliding sleeve and a blocking piece are sequentially arranged on the stand column from bottom to top, the clamping ring and the blocking pieceare fixedly connected with the stand column, and the first sliding sleeve and the second sliding sleeve are connected in a relative sliding mode in the axial direction of the stand column. A spring is arranged between the clamping ring and the first sliding sleeve, and the two ends of the spring are connected with the clamping ring and the first sliding sleeve; a spring is arranged between the second sliding sleeve and the blocking piece, and the two ends of the spring are connected with the second sliding sleeve and the blocking piece.
