The invention discloses a cementing agent for a permeable plastic road surface layer, and relates to a cementing agent. The cementing agent specifically comprises the following components in parts bymass: 101.5 to 103.5 parts of styrene, 10.5 to 12.3 parts of rubber component, 1.0 to 3.5 parts of mineral oil, 0.1 to 0.3 part of polydimethylsiloxane, 0.01 to 0.1 part of higher fatty acid metal salt, 0.02 to 0.08 part of molecular weight regulator and 0.03 to 0.06 part of polymerization initiator. The rubber component is a blend of rubber A and rubber B, the rubber A is high-cis-polybutadiene rubber, and the rubber B is low-cis-polybutadiene rubber, and the high-cis-polybutadiene rubber is cis-1,4-polybutadiene rubber of which the structural mass fraction is 93% or above. The invention aimsto solve the problem of less functionality of a plastic road surface cementing agent in the prior art. Through polymerization and blending of the components, the cementing agent has the effect of assisting in improving the physical properties of the pavement, particularly can significantly improve the skid resistance and tensile strength of the pavement, enhances the bonding rate of the permeableplastic pavement surface layer, and increases the strength.
