The invention discloses a production method of low-clinker low-hydration-heat high-grade cement. The cement comprises the following components in percentage by mass: 45% of clinker powder and 55% of slag composite powder, and the clinker powder comprises the following components in percentage by mass: 88% of clinker, 6% of stone powder and 6% of desulfurized gypsum. The low-clinker low-hydration-heat high-grade cement is prepared by adopting a production method of respectively grinding and then blending, the quality grade completely reaches the standard of 52.5 cement specified by the nationalstandard, the hydration heat is low, and the later strength is high and is continuously increased. Compared with the grade of 52.5 cement produced by a traditional method, the use amount of clinker can be saved by at least 40%, the production cost is reduced, and a large amount of waste slag, namely blast furnace slag, generated during steel smelting is used, so that the method has important significance in improving the economic benefit, comprehensively utilizing resources, protecting the environment and building a conservation-minded society.
