According to the method, on the premise that the overlying soil layer is not treated, the sludge layer with the thickness being 10-20m or below of the deep overlying gravel soil layer is directly replaced, and the method has the advantages of being obvious in treatment effect, simple in process, lowin cost, short in construction period, capable of saving materials, environmentally friendly and the like.
