The invention provides a multi-layer fastener with a shoulder, comprising an upper pad, a lower pad and a middle elastic pad arranged between the upper pad and the lower pad, and further comprising ashoulder structure and a supporting column, wherein the shoulder structure adopts a form combining an inner shoulder with an outer shoulder, an isolation layer is arranged between the inner shoulder and the outer shoulder, a first through hole is formed in the upper pad, the supporting column passes through the first through hole, a pressing sleeve is mounted in the first through hole, and the pressing sleeve sleeves outside the supporting column. The multi-layer fastener with the shoulder provided by the invention is simple in structure, can effectively prevent the upper pad from rotating orturning over through a matching form of the inner shoulder and the outer shoulder, thus preventing a steel rail from turning over and improving traveling safety.
