The invention discloses a tubular pile connecting device and connecting method. The tubular pile connecting device comprises a first tubular pile and a second tubular pile, and also comprises a firsttubular pile end plate, a second tubular pile end plate and a connecting element, wherein a screw nut is arranged on the first tubular pile end plate; a sleeve is arranged on the second tubular pile end plate; first meshing teeth are arranged on the sleeve; the connecting element is provided with a threaded connector and an insertion rod; second meshing teeth are arranged on the insertion rod; thethreaded connector is connected with the screw nut; the insertion rod is connected with the sleeve; and the first meshing teeth and the second meshing teeth are meshed with each other. According to the tubular pile connecting method, the threaded connector of the connecting element is screwed to the inside of the screw nut of the first tubular pile end plate; the insertion rod is inserted into the sleeve of the second tubular pile end plate; and the first meshing teeth and the second meshing teeth are meshed with each other so that the first tubular pile end plate and the second tubular pileend plate can be in butt joint. The tubular pile connected through the connecting device has good uplifting resistance performance; the connecting quality of the tubular pile connector is high; the installation efficiency of the tubular pile is high; and the connecting device and the connecting method provided by the invention are used for the field of tubular piles.
