According to the method, the sludge is used as a main raw material, so that a large amount of sludge can be digested, the sludge achieves the purpose of changing wastes into things of value and recycling the wastes, and the method has obvious economic benefits and environmental benefits; and the quick lime and sulfamic acid are used for killing biological bacteria of the sludge, and the stability of the sludge is maintained in an alkaline state, so that the novel roadbed material prepared by the invention has goodintegrity and stability, high compressive strength, water resistance and freezing resistance, realizes cyclic utilization of wastes, and protects the environment.
