A roadbed material containing a municipal sludge residue, the material comprising a gel material and an auxiliary material. The gel material comprises the municipal sludge residue at a mass fraction of 75% to 100% and a cement at a mass fraction of 0% to 25%. The auxiliary material comprises sand at 0% to 30%, lime at 8% to 20%, and water at 25% to 50%, where the mass percentages of each component of the auxiliary material are relative to the total mass of the gel material. The municipal sludge residue is prepared by pyrolyzing pre-treated municipal sludge in a nitrogen atmosphere at 300°C to 900°C.
