The invention relates to a film bag grouting device for reinforcing a specific area of a stratum and a grouting reinforcing method, and belongs to the field of grouting reinforced stratums. The film bag grouting device comprises a main grouting pipe, at least two film bags, an auxiliary grouting pipe, and a slurry conveying pipe. The main grouting pipe is alternately provided with slurry conveyingpipe sections and a slurry leaking pipe section in the length direction, and the slurry leaking pipe section is located between the slurry conveying pipe sections; the film bags are arranged on the main grouting pipe of the corresponding slurry conveying pipe sections in a sleeving mode; the auxiliary grouting pipe is connected with one of the film bags; and the slurry conveying pipe is connectedbetween the two film bags. According to the film bag grouting device for reinforcing the specific area of the stratum and the grouting reinforcing method, the upper end and the lower end of a grouting hole are sealed through the two film bags, so that a closed to-be-reinforced area is formed in the specific area of the stratum, and therefore, the diffusion of slurry to other areas can be reduced,and the waste of the slurry is reduced. Moreover, the grouting of the to-be-reinforced area can play a role in connection between the two film bags, so that the reinforcing continuity is improved; and transition is formed between the to-be-reinforced area and a hard layer through the film bags, so that the collapse phenomenon caused by single film bag reinforcing is avoided.
