According to the invention, separation is carried out by adopting a two-step method, efficient circulating cleaning is carried out by utilizing liquid soap to form a dissolving solution rich in asphalt, and then the asphalt in the dissolving solution is ground to a specified particle size by applying a colloid mill, so that efficient utilization of the waste asphalt pavement material is realized.
