The invention discloses a cement retarder and a preparation method thereof. The cement retarder is prepared from the following raw materials in parts by weight: 30-40 parts of water-soluble celluloseor hemicellulose with the mass fraction of 25%-45%, 10-20 parts of phosphogypsum, 6-10 parts of lime, 1-3 parts of water glass, 2-4 parts of anhydrous sodium sulfate, 1.5-2.5 parts of industrial solidwaste with a grinding aid effect and 2-4 parts of water. According to the cement retarder and the preparation method thereof disclosed by the invention, agricultural cellulose wastes such as corn straws, wheat straws and corn cobs are used as main raw materials, and a low-molecular-weight degradation product has structural consistency with an existing glucose type cement retarder, so that the degradation product also has a cement retarding effect; by adding the industrial solid waste fly ash with a grinding aid effect, the cement grinding aid effect and strength are improved; and the preparation process is simple, waste is turned into wealth, energy conservation and environmental protection are achieved, and the cement retarder is economical, applicable and low in cost and belongs to an environmental protection technology benefiting the nation and the people.
