The invention discloses an expressway water pipeline dredging device and a dredging method. The expressway water pipeline dredging device comprises a dredging device body and a driving motor, whereina rotating shaft is fixedly mounted on the dredging device body; a drainage well lid is mounted on the rotating shaft; the side surface of the drainage well lid is inserted into a fixing block; the fixing block is fixedly connected with the dredging device body; a first inserting rod is inserted into the fixing block; a connecting block is mounted on the first inserting rod; and the first inserting rod is sleeved by a first spring. When the dredging device body is used for draining accumulated water on a road surface for a long time, a great deal of silt is accumulated at the bottom end of thedredging device body, at the moment, a second shaft rod is driven to rotate through rotation of the driving motor, a second sleeve is driven to rotate through rotation of the second shaft rod, a fixing plate is fixedly connected with the second sleeve, a scraper plate is mounted on the fixing plate, and the silt is rotated to flow into a water through tube to be discharged through rotation of thescraper plate, so that accumulation can be prevented.
