The invention provides a water pipe dredging device which comprises a support and a sludge collecting pool, a sludge pump and an electric hoist are arranged on the support, a dredging head is hung on the electric hoist, a fixing cylinder is arranged on the dredging head, and a plurality of movable clamping plates are arranged on the fixing cylinder. A driving assembly is further arranged on the desilting head and drives the movable clamping plate to be close to or away from the fixing cylinder, a suction head is further arranged on the desilting head and located on the side, away from the electric hoist, of the desilting head, a sewage suction pipe and a sewage discharge pipe are arranged on the sludge pump, and the end, away from the sludge pump, of the sewage suction pipe communicates with the suction head; one end of the blow-off pipe far away from the sludge pump is communicated with the sludge collecting tank. The invention further provides a water conveying pipeline dredging method based on the water conveying pipeline dredging device. The technical problem that an existing dredging device cannot meet the cleaning requirement of a pipeline with the large vertical depth easily is solved, and the technical effect that the suction head can be placed in the position, close to sediment, in the pipeline, and the cleaning requirement of the pipeline with the large vertical depth is met is achieved.
