The invention discloses a permafrost region double-layer continuous reinforced concrete hollow slab concrete pavement composite structure and a construction method. The pavement composite structure isformed by compounding a continuous reinforced hollow concrete pavement and a porous concrete base layer, wherein the double-layer continuous reinforced hollow concrete pavement consists of a concretepavement slab main body, a longitudinal upper-layer reinforcing mesh and a lower-layer reinforcing mesh which coat the pavement slab main body, and heat dissipation through holes positioned between the two layers of reinforcing meshes. The composite structure has the advantages of being high in structural strength, good in crack resistance, resistant to corrosion, long in service life and the like, a large amount of heat is prevented from being transmitted downwards on the pavement layer, it is guaranteed that residual heat is dissipated in time through the characteristics of the porous baselayer, permafrost is protected, and the composite structure can be widely applied to permafrost region road construction.
