The invention relates to an asphalt foaming device and an asphalt foaming method, and relates to the technical field of asphalt production and processing. The device comprises a case, a feeding hopper, a stirring disc, a water supply pipe and a pipe placing frame, the feeding hopper is installed on the case and communicates with the interior of the case, a stirring motor is installed in the middleof the top end of the case, a stirring shaft is installed in the case, stirring blades are installed on the stirring shaft, an annular guide groove is formed in the top of the case, and the stirringshaft is sleeved with a stirring sleeve located in the case; the stirring disc is placed between the stirring sleeve and the top of the case, the diameter of the stirring disc is larger than the outerdiameter of the annular guide groove, a water spraying pipe is arranged in the annular guide groove, one end of the water spraying pipe is connected with a high-pressure sprayer, and the other end ofthe water spraying pipe is connected with the water outlet end of the water supply pipe; and the lower end of the beam is connected with a hook used for hanging the water supply pipe. The asphalt foaming device and method are uniform in asphalt foaming, simple in structure and low in manufacturing cost.
