The invention discloses a vibrating device for sleeve grouting. The vibrating device comprises at least one vibration source, a plurality of first vibration transmitters, at least one second vibrationtransmitter and a plurality of vibration rings, wherein every two adjacent vibration rings are connected through the corresponding first vibration transmitter to form a net-shaped structure, the vibration sources are connected with the at least one vibration ring through the corresponding second vibration transmitter, and the vibration sources can transmit vibration to vibration rings through thefirst vibration transmitters and the second vibration transmitters. The invention further discloses a sleeve grouting system with the vibrating device and a grouting construction method. According tothe vibrating device, the slurry can be guided to flow, the flowing performance of the slurry is improved, slurry aggregate deposition is effectively prevented, and therefore the sleeve grouting construction quality reliability and the grouting construction efficiency are improved, the slurry consumption is reduced, operation is simple, price is low, and application and popularization are convenient.
