The invention relates to a building energy-saving heat insulation wall building construction method. The method comprises a bottom plate, a height adjusting device, a moving device, and a laying device; the height adjusting device is installed in the middle of the upper end of the bottom plate; the moving device is installed at the upper end of the height adjusting device; and the laying device isinstalled at the upper end of the moving device. According to the building energy-saving heat insulation wall building construction method, the problems that when a steel wire net is manually laid, the steel wire net is cut into small blocks and then spliced and fixed to the surface of a building wall; during laying, laying is hard to conduct on a high place and the steel wire net is low in strength after being sliced; and when an existing building energy-saving heat insulation wall manufacturing device is used for construction, the steel wire net is directly laid, and during laying, the steel wire net and the edge of the steel wire net are not rolled, so that the steel wire net and a building wall face are not tightly attached are solved.
