The invention discloses a cement kiln co-processing polluted soil admixture as well as a preparation method and an application thereof. The cement kiln co-processing polluted soil admixture is prepared from the following substances in parts by weight: 65-85 parts of cement kiln co-processing polluted soil, 2-5 parts of desulfurized gypsum, 5-25 parts of fly ash, 5-15 parts of blast furnace slag, 1-10 parts of magnesium slag, 1-6 parts of hydrated calcium chloroaluminate, 0.1-0.5 parts of ferrous sulfate and 0.5-5 parts of regulating additive. The invention provides a safe and efficient subsequent utilization path for co-processing the polluted soil by the cement kiln. Moreover, the admixture disclosed by the invention has higher hydration activity, the strength of admixture-doped cement can be improved, a high-quality admixture is expanded for cement manufacturing, and energy conservation and emission reduction of cement production are promoted.
