The invention provides a sludge dehydration and solidifying system. The system comprises an annular cofferdam arranged on the ground; a concave cavity used for containing sludge is formed between the inner side of the cofferdam and the ground; the longitudinal section of the concave cavity is in an inverted trapezoidal shape; a horizontal drainage system and a vertical drainage system which communicate with each other are arranged in the concave cavity; an annular drainage ditch is further formed in the ground; the drainage ditch is located on the outer side of the cofferdam; and the horizontal drainage system communicates with the drainage ditch. The invention further provides a construction method of the sludge dehydration and solidifying system. The system has the beneficial effects that the sludge solidifying treatment time can be shortened, the solidifying cost is reduced, the solidifying effect is improved, and solidified earthwork has a relatively wide application way, so that the resource utilization of dredged sludge is realized to the greatest extent.
