The invention relates to a protection device for reserved steel bars and a construction method thereof. The protection device for the reserved steel bars comprises a water stop steel plate, a sleeve, a first protection layer, a film layer and a second protection layer, wherein the water stop steel plate is arranged on a shear wall where the reserved steel bars are located, and the water stop steel plate and the reserved steel bars are arranged in a spaced mode; the sleeve is used for being arranged on the reserved steel bars in a sleeving mode and provided with a closed end; the first protection layer is arranged around the sleeve; and the film layer covers the water stop steel plate. The second protection layer is arranged on the film layer. According to the protection device for the reserved steel bars and the construction method thereof, construction is convenient, the construction period is greatly shortened, protection on the reserved steel bars can be improved, and thus the overall rigidity of the protection device is improved; and under the action of soil loads, the pressure of earthwork on the reserved steel bars and the sleeve is reduced, the sleeve can be subjected to batch production and overall machining in a site in advance, and the progress of site construction can be controlled more easily by determining the length of the sleeve in a unified mode.
