The single pile-negative pressure barrel-transition section offshore wind power foundation structure comprises a single pile, a negative-pressure barrel and an internally-inserted transition section, the negative-pressure barrel sinks to the designed elevation of the outer side of the single pile, and a first circular seam is formed between the negative pressure barrel and the single pile; the internally-inserted transition section is embedded in the single pile; a second circular seam is formed between the internally-inserted transition section and the single pile, and grouting materials are poured between the first circular seam and the second circular seam; and a grouting space is formed between the negative pressure barrel and the seabed mud surface, and grouting materials are poured into the grouting space. The construction method comprises the steps that the single pile is driven; the negative pressure barrel is installed and sinks; the grouting materials are poured into the negative pressure barrel; the grouting materials are poured between the negative pressure barrel and the single pile; the internally-inserted transition section is installed; and the grouting materials are poured between the internally-inserted transition section and the single pile. The procedures of piling, sinking installation of the negative pressure barrel, installation of the transition section and the like are closely connected in series and in a linked mode through grouting, the open sea construction assembly concept is fully embodied, the construction period is short, and the construction efficiency is high.
