The concrete comprises the following components in parts by weight: 100 parts of recycled UHPC cement, 35-40 parts of water, 180-220 parts of fine aggregate and 0.5-0.8 part of a water reducing agent. The recycled UHPC cement is prepared by crushing, screening, grinding and chemically exciting waste UHPC, and the recycled UHPC cement mortar can be prepared by sequentially adding the raw materials into a stirrer according to the components and parts by weight of the cement mortar, stirring and curing. Via the mortar, wasted super-high performance concrete can be turned to be useful; according to the steps, the waste ultra-high performance concrete is processed into the recyclable recycled UHPC cement, so that the use amount of the cement can be reduced, the environmental problem caused by the waste ultra-high performance concrete can be solved, and reasonable utilization of resources is realized.
