The connecting and locking device comprises a first template and a second template, wherein placing grooves are formed in the close sides of the top and the bottom of the first template and the second template; fixing blocks are fixedly arranged in the two corresponding placing grooves; fastening mechanisms are arranged between the corresponding fixing blocks; fixing plates are arranged on the surfaces of the first template and the second template; inserting holes are formed in the four corners of the surfaces of the fixing plates; inserting rods matched with the inserting holes are fixedly arranged on the surfaces of the first template and the second template; two supporting bases are symmetrically and fixedly arranged on the surfaces of the fixing plates; screw rods are rotationally arranged in the two supporting bases through rolling bearings; inserting plates are fixedly arranged at the ends, deviating from each other, of the two screw rods; and inserting grooves matched with the inserting plates are formed in the side walls of the inserting rods. The fixing effect is good, the falling phenomenon is not prone to occurring, and the project progress and safety are improved.
