The device comprises a tank body, a support, a shuttle groove A and a shuttle groove B; the tank body is connected with the upper portion of the support, the lower portion of the support is supported on the ground, the lower portion of the tank body is in an inverted cone shape, the shuttle groove A is located below an opening in the lower portion of the tank body, the upper portion of one end of the shuttle groove A is hinged to the support through a connecting rod A, the other end of the shuttle groove A is connected with the support through two pull rods, the shuttle groove B is arranged on the outer side of the shuttle groove A in a sleeving mode and is in sliding connection with the shuttle groove A, and the shuttle groove A and the shuttle groove B extend from the tank body to the outer side of the support and incline downwards.
