The invention discloses an environment-friendly roof structure for collecting and utilizing solar energy and rainwater. The environment-friendly roof structure comprises a solar energy device and a rainwater collecting device, wherein the solar energy device comprises an outer circle track, an inner circle track, a fixed beam, a middle movable beam and a side movable beam; two connecting arms are arranged between the fixed beam and the middle movable beam; two connecting arms are also arranged between the middle movable beam and the side movable beam; a gear is fixedly arranged at each of the two ends of each connecting arm; a fan-shaped solar panel is arranged on each connecting arm; the rainwater collecting device comprises a water storage bin arranged at the top of a building; the water storage bin is communicated with a water network system in the building; a rainwater opening is formed in the upper surface of the water storage bin; and the solar energy device is positioned on the rainwater opening. The solar energy device is retractable, can be unfolded in sunny days to collect solar energy to the maximum extent for a power grid of the building, and can be folded in rainy days, and rainwater is stored by the rainwater collecting device for the water network of the building.
