The device comprises a support of a frame-shaped structure and positioning channel steel; the positioning channel steel is horizontally erected on the support and welded to the support into a whole; foundation bolts penetrate through all vertical through holes in the positioning channel steel correspondingly; and the foundation bolts are sleeved with nuts in all the vertical through holes in a screwed mode. The invention further discloses the construction method of the pressing and shearing machine foundation bolt pre-embedding installation device. The construction method is used for completing installation construction of the foundation bolts. The pressing and shearing machine foundation bolt pre-embedding installation device and the construction method thereof can achieve accurate control over installation of the foundation bolts and have the advantages that machining and manufacturing are easy, installation and detachment are convenient, and the construction management cost is reduced.
