The invention discloses C35 underwater concrete and a preparation method thereof, and relates to the technical field of concrete preparation. The C35 underwater concrete is prepared from the following components in parts by mass: 250 to 420 parts of cement, 380-750 parts of sand with mud content <2.54%; 100-250 parts of broken stone with a particle size of 6-18 mm; 50-80 parts of mineral powder with the ignition loss of 1.50%-1.60%; 50-110 parts of fly ash with the ignition loss of 4.74%; 30 to 65 parts of an active agent; 40-80 parts of water reducing agent and 200-420 parts of water. The preparation method of the C35 underwater concrete comprises the following steps: S1, adding the cement, the sand, the gravels and the water which are proportioned into a stirring machine, and stirring to obtain a primary mixture; and S2, adding mineral powder and fly ash firstly into the first-stage mixture to be mixed for 30 min. According to the C35 underwater concrete and the preparation method thereof, the mixing mechanism plays a role in pushing the concrete again when resetting based on elastic force, so that the mixing effect of the water reducing agent and the concrete is further promoted, and the water reducing agent is uniformly distributed in the concrete.
