A guide rod (206) is fixed in a shell (209), a suction cup type electromagnet (207) forms moving pair connection with the guide rod (206) and forms screw and nut transmission connection with a screw (205) and a motor (204) through threads, and a pull rod fixing movable plate (208) movably forms moving pair connection with the guide rod (206); and a pull rod hook (201) is fixed to one side of the pull rod fixing movable plate (208), an elastic body guide rod (210) is installed on the pull rod hook (201), an elastic body (211) is installed on the elastic body guide rod (210), and an upper limiting device (202) and a lower limiting device (203) are installed on the side edge of the shell (209). The manual and electric operation free switching mechanical device has the advantages that the problems of failure and dead locking of an existing door and window lock mechanism under the power failure condition are solved, and free switching of manual operation is achieved.
