The production process comprises the following steps: drying concrete residue slurry, grinding, compounding with clinker, silica fume and mineral powder according to a certain proportion, and preparing a composite mineral admixture by using a multi-component compounding technology, and determining the optimal mix proportion range of the mixing amount of each raw material in the composite mineral admixture through an orthogonal test. According to the process, the waste slurry in the concrete production process is recycled, the environmental pollution and the resource waste are reduced, meanwhile, a certain degree of social and economic benefits can be obtained. The composite mineral admixture prepared by the process can replace cement in a large mixing amount, so that the use amount of the cement is greatly reduced; recycled concrete prepared from the mineral admixture has good strength, and the 28d strength of mortar can reach 95% or above; limestone resources and energy can be saved, and emission of carbon dioxide is reduced.
