The invention relates to the technical field of concrete admixtures, and particularly discloses a composite mineral admixture and concrete. The composite mineral admixture comprises 0.2-1 part of a plastic expanding agent, 5-15 parts of an internal curing agent, 10-20 parts of organic fibers, 100-150 parts of silica fume and 800-900 parts of fly ash. Wherein the apparent density of the plastic expanding agent is 300-600 g/L; wherein the water absorption capacity of the internal curing agent is greater than 500g/g. The composite mineral admixture obtained in the invention is mixed with cement, fine aggregate, coarse aggregate and the like to prepare concrete. According to the present invention, the obtained concrete has characteristics of high expansion rate, high splitting tensile strength, high freeze-thaw resistance and low shrinkage rate, detection results show that the 3 h vertical expansion rate of the concrete is more than 0.52%, the 28 d shrinkage rate is more than-0.17%, the 28 d splitting tensile strength is more than 3.7, and the weight loss rate is less than 3.15% after 100 times of freeze-thaw experiments.
