The invention provides a superfine composite mineral admixture and concrete, relates to the technical field of building materials, and aims to improve the strength of marine concrete and reduce the cement consumption by replacing part of cement with the superfine composite mineral admixture. The mineral admixture comprises fly ash, slag mixed powder and silica fume, and the D97 of the fly ash is less than 10 [mu] m; the slag mixed powder is mixed powder formed by mixing one or more of manganese slag powder, iron tailing powder, lithium slag powder, nickel slag and vanadium-titanium slag with slag powder according to a specific weight ratio, and the specific surface area of the slag mixed powder is 800 m < 2 >/kg-1500 m < 2 >/kg; and the specific surface area of the silica fume is greater than 16000 m < 2 >/kg. According to the mineral admixture, the aim of improving the erosion resistance of concrete is achieved, superfine grinding is adopted, and reasonable particle size matching is conducted, so that the porosity of the concrete is reduced, and the compactness of the concrete is higher. When in use, the mineral admixture can completely replace mineral powder to be doped and replace part of cement, and the use amount of cement can be reduced by 20% at most, so that the production cost of concrete is reduced.
